 The strategy offers three scenarios for spatial development. The first involves the prolongation of the existing model of spatial development - that is, in fact, a further concentration of population in the country's center and in the most prosperous regions and cities, the growth of the polarization between the growing and depressed regions. In turn, the growth of the competitive scenario is the formation of regional leaders and major agglomerations of the developed system of transport communications.
 The third scenario is a diversified spatial growth based on the assumption that each region is unique in terms of not only the economy, but also human capital, the environment and culture. The scenario assumes that the spatial development determined the growth based on domestic sources for each region, as well as effective interaction between them.
